Actually whatever the commander feel like doing (unless he block pathes whitch is bannable) you cant do anything about it, all you can do is to try and vote him out of the chair.

The Comm's decisions are final and thats how it will be.

However about racism and exploiters and such, all I really can recommend you to do is to take screenshots/demos of the problem take a screenshot of the steamid and send it over to an admin here on the boards through a PM and they will do what they feel is nessesary to keep players like that out.
