New Plugin: Commander eject

I've written a new commander eject plugin, based on Ebag333's amx_ejectmod.

• Added: Votequota
• Added: Votequota reset on roundstart
• Added: Only marines can trigger the eject vote now
• Added: Commander authid and playername to chatinfo and logfile
• Removed: server_frame function, addad my own code to check who is comm

ToDo: History arrays for all commanders and who has votet for them to limit 1 vote for any commander to replace the votequota. At the moment you can vote 3 times in one round, it dosent matter if you vote for 3 commanders once or 3 times for only 1 comm. History arrays would be better. I'm not sure how to work in amxmodx scripting language with multidimensional arrays, i've to test it first

Please report bugs, i was unable to test it yet but it sould work.

only thing left, would be the team-vocie sound spamm XD
but good godness there is the mute funktion.
unfortunatly the most dont know how to use it, and try to tell the person inside chat to stop it...
