Error verifying STEAM UserID Ticket...
Problem:

Error verifying STEAM UserID Ticket
(server was unable to contact the authentication server)

Solution:
  1. Stop Steam
  2. go to your ..\steam directory
  3. delete all "BLOB" files
  4. Restart steam and login.
Problem should be solved now

Removing the install blob file from steam and restart is not always a solution. Sometimes (every weekend) the steam auth servers are overloaded and you are unable to solve this problem as a client.
